巴黎氣候峰會達成協議 升溫控制攝氏兩度以內

歷經兩個禮拜磋商，巴黎氣候峰會通過把全球平均氣溫上升幅度，控制在攝氏兩度以內的目標，並且盡可能作到把這項目標再往前推進一步，到攝氏1.5度。（夏明珠報導）
巴黎氣候公約是富國與窮國首次在減少溫室氣體排放上，做出共同承諾。不過峰會的協議，只有部份具有約束性。
會議主席法國外長（法畢斯）請大會採納峰會決議時，與會國家代表全體起立，以鼓掌和歡呼表示通過。
這項協議將在2020年生效，締約國必須在2018年提出各自的減碳計畫執行藍圖，協議生效之後，每五年要檢討一次執行成果。
公約要求各國在最短的時間內，開始減少廢氣排放，期望能在下半世紀實現環境資源與消耗平衡。
峰會原本11號就要閉幕，最後延長一天，主因是錢的問題還是談不攏，最後，富國同意在2020年以前，每年拿出一千億美元，協助開發中國家能源轉型，並且承諾2020年以後，它們出的錢，只會更多，不會減少。
峰會主辦國法國總統歐蘭德盛讚這項決議史無前例，聯合國秘書長潘基文也說，它們完成了任務，但是觀察家沒那麼鄉愿，一個名叫全球正義的環保組織代表說，他不懂像這樣一個幾乎毫無約束性的協議，到底算哪一門子的成就。
確實，協議只有部份具有強制性，像是締約國必須在規定期限錢，提出減排目標以及定期檢討執行成效，不過，協議並沒有針對萬一沒有達成目標，訂定罰則，只能說，巴黎峰會達成的所謂歷史性協議，充其量只是又構建了一個願景。
